In this article: Horgan goes along with Trudeau’s plans to open the border with the US in mid-August. This seems a bit at odds with the BC Restart Plan, which says BCers can travel recreationally within Canada now, but doesn’t say anything about recreational travel internationally, not even at Step 4 (which will be on 7 Sept at the earliest).
